Management Team

John Scott is President and Chief Investment Officer of PENTEQ.

  • Mr. Scott has spent 40 years in the financial services industry and has provided TAA services to some of the largest institutional investors, including AIG Global, CALPERS, CitiBank, Ct. Mutual Life, GE, First Quadrant, Mitsubishi Bank & Trust, Nomura, and The Prudential, as well as Investment Management Products and services to 21st. Century Ins., Publix, and a 'very' high net worth individual investor.

Constantin Bilciu is a Partner in PENTEQ and Head of Information Technology.

  • Mr. Bilciu is the former Head of the Cybernetics Institute in Romania for the Soviet Bloc before he defected to the USA and began providing computer programming services for some of our largest financial institutions, including Chase, where he helped to transition our Stock Selection and Portfolio Management Matrix from their mainframe computer to our desk and laptop computers.

Barbara Morrow is a Strategic Partner associated with PENTEQ and in charge of Research.

  • Ms. Morrow, CEO, Barronett Financial Services, Past Managing Director, AIG Global, is one of PENTEQ's longest standing relationships and was responsible for AIG being PENTEQ's very first institutional consulting account for its Market Risk Analysis and Tactical Asset Allocation services. Ms. Morrow will assist PENTEQ with qaulitative inputs to its quantitative investment process.

Leonard Chaikind, Advisory Board Chairman associated with PENTEQ and in charge of New Business Development.

  • Mr. Chaikind is the Chairman of our Advisory Board and advises PENTEQ on all of its client relationships.

Barbara Morrow, CEO, Barronett Financial Services, Past Managing Director, AIG Global.

  • Ms. Morrow is one of PENTEQ's longest standing relationships and was responsible for AIG being PENTEQ's very first institutional consulting account for its Market Risk Analysis and Tactical Asset Allocation services. Bill Overgard, President, WHO Investment Consultants, Past Director, Buck Consulting, Managing Director of Barra Rogers Casey.

  • Mr. Overgard is one of PENTEQ's longest standing Consulting relationships and will assist us with internal business management issues as well as customer service, customer relations, and consultant relations as PENTEQ begins to attract larger and larger institutional accounts for its Long/Short products.

David Russell, Individual Investor, Past President, DalComp.

  • Mr. Russell is a member of Tiger 21 and advises PENTEQ on high net worth investor relations.

Hugh Pettman, CEO of Nations Comtek Ltd., SolEco Ltd., and Qi Corp., H.K.

  • Mr. Pettman is expert at all aspects including legal, accounting, and corporate structure related to off-shore investing and will advise PENTEQ on all of its off-shore business arrangements.

Jim Carmack, CEO, The Carmack Group, Retired.

  • Mr. Carmack is one of the foremost consultants in the country and will inform PENTEQ in the areas of performance analytics and alternative investments.

  • Mr. Smith is an individual investor and one of the foremost experts in the country in the area of networking free thinkers in different areas of expertise.

Ron Ryan, CEO, Ryan ALM, Inc., Creator – Lehman Brothers Bond Indexes.

  • Mr. Ryan will share his expertise in fixed income, asset/liability matching, and alternative low risk solutions to today's over-extended bond markets.

Ron Surz, President, PPCA.

  • Mr. Surz has extensive experience with matching tax exempt fiduciary and institutional investor client investment needs to best of breed alternative investment managers.
